This panel will highlight four topics all related to Change Management in Government Organizations:

  • Sponsorship
    Hear about SaskPower's sponsorship framework and the actions undertaken to build sponsor competency and to support the sponsor coalition as well as lessons learned from experience within a transformational change program.
  • Integrating Change into Operations
    Insights on how various government agencies have approached the concept of Integrating Change into Operations and how Change Management project resources can contribute to developing an ongoing change practice in-house.
  • Integrating Change Management and Project Management
    A government agency's work to ensure that change management is integrated early in the process of project development for the new Enterprise Resource Planning System using SAP software.
  • Measurement: Change readiness, metrics
    A discussion on how we are measuring both change readiness and the processes of conducting change management in a large government ERP transformation.
     

Biographies:

Paula Wszolek
Paula Wszolek is an Organizational Development Consultant with SaskPower and is currently filling the role of Change Specialist for multiple projects within the Service Delivery Renewal Program (SDR). In her role, Paula supports the successful implementation and reinforcement of SDR change initiatives which are designed to generate improvements in service quality, productivity, and system reliability. The Program, designed to align with the Company's strategic priorities, includes a series of process redesign and technology projects impacting over 1200 employees, many multiple times, over a six year period. Paula also acts as the Workforce Transition Specialist for the Program and is the liaison between the Program and Corporate Employee Relations and Human Resources.

Paula holds a Bachelor of Arts degree in Political Science and a Bachelor of Administration degree with a specialization in Human Resources. She is Prosci certified and holds a Certified Human Resources Practitioner (CHRP) designation. Outside work she is parent representative on the Regina Qu'Appelle Health Region Perinatal Loss Committee and co-facilitates the Health Region's Perinatal Loss Support Group.

Gerrie Penn
Gerrie Penn is the Director of Quality and Continuous Improvement/Strategic Planning and Reporting for the Louisiana Department of Transportation and Development (DOTD). She has worked with large and small teams both in the United States and Internationally. Her background spans both telecommunications and manufacturing. Prior to DOTD, she has worked for South Central Bell, A T & T, Lucent Technologies and Maytag Appliances. She held executive level positions in customer service, marketing, human resources, business planning, and manufacturing operations.

Gerrie has a BS in Management and Leadership. She is also a Certified Change Manager and has completed the Harvard University Executive Training program. Despite her business achievements, Gerrie's number one priority is her family. She has three sons, two daughters and ten grandchildren, number 11 on the way, and a truly remarkable husband.

Gerrie joined the DOTD team with the goal of improving government processes and accountability and to help the workers reach their full potential. Gerrie genuinely loves working within a team environment. She is a true believer of the ADKAR model and uses this concept to conduct her day-to-day business. Working for government has been a real challenge for Gerrie because she is a "let's get on with it now" type of leader and was not accustomed to the slowness of governmental bureaucracy. Using the proper tools to manage change and having a team of open minded leaders has made her job fulfilling!

Mitchell Fleischer
Dr. Mitchell Fleischer is the lead for Organizational Change Management at the Vector Research Center for Enterprise Performance of TechTeam Government Solutions Inc. Dr. Fleischer currently leads Readiness Measurement activities for the Air Force's Expeditionary Combat Support System (ECSS), part of the largest logistics transformation in Air Force history. He has conducted research and done consulting on change management in the automotive, aerospace and shipbuilding industries, and with several components of the Department of Defense. He is the co-author of two books and more than 50 articles and book chapters, including works in Sloan Management Review and Communications of the ACM. His books are The Processes of Technological Innovation published by Lexington Books, and Concurrent Engineering Effectiveness: Integrating Product Development Across Organizations published by Gardner Publications. Dr. Fleischer holds a Ph.D. in Ecological Psychology from Michigan State University.

Pamela Louie
Pamela has over 7 years' experience in ERP system implementations with a strong focus on change management, business analysis, and training. Ms. Louie has led change management on technology implementation projects for various government clients throughout North America at the City, County, and State/Provincial level. Ms. Louie has worked with individuals from all levels of the organization, including senior management teams in navigating through the impacts of these technology initiatives.

Ms. Louie has experienced change management from both the perspective of the consultant (with IBM) and the client (Manager, ERP Change & Training). This experience together with her background in Accounting brings a unique perspective and can be seen in her approach to advising on how to tackle change challenges.

Ms. Louie became certified in the Prosci Change Management methodology in 2001 and also maintains a Certified General Accountant designation.
